Investment funds - our selection criteria
To be eligible for investment from the SNCI, a fund must meet the following requirements:
- Specialization in strategies targeting sectors deemed strategic for Luxembourg: fintech, deep tech (AI/Quantum/Robotics), energy and clean technologies, health-tech, space technologies, sustainable development and green technologies, IoT, and blockchain;
- Venture capital, private equity, private credit;
- Preference for funds domiciled in Luxembourg, but the possibility of investing in funds based outside Luxembourg;
- Regulated structures (at the fund or manager level);
- At least 30% private investors and a majority of market-oriented investors;
- Luxembourg substance:
- Investment team and/or key personnel based in Luxembourg;
- Search for investment opportunities in Luxembourg;
- Establishment of foreign companies in Luxembourg;
- Cooperation with local stakeholders to contribute to the growth of the ecosystem..
- No compromise between commercial performance and Luxembourg substance.
Your proposal must also present the investment strategy, the composition of the team and its track record, the competitive positioning of the management company and the fund in its market, the governance and legal structure of the fund, as well as a summary of the main terms.
Co-investments - our selection criteria
To be eligible for investment from the SNCI, a co-investment must meet the following requirements:
- Systematic co-investment alongside a venture capital or private equity fund;
- Co-investment fund meeting the criteria for regulated structures, private investors, and market-oriented investor thresholds;
- Companies operating in sectors deemed strategic for Luxembourg: fintech, deep tech (AI/Quantum/Robotics), energy and clean technologies, health-tech, space-tech, sustainable development and green technologies, IoT, and blockchain;
- Start-ups, SMEs, and mid-sized companies in the seed or growth phase;
- Luxembourg substance:
- Business plan for developing activities in Luxembourg;
- Job creation (operational and R&D positions, including intellectual property);
- Support for the development of sector clusters;
- Cooperation with local stakeholders to contribute to the growth of the ecosystem;
- No compromise between commercial performance and Luxembourg substance.
Your proposal must also present the company’s business plan, the composition of the team in charge, the competitive positioning and the market addressed, the governance and legal structure of the project, as well as the details of the co-investing fund (management team, project history, legal structure of the co-investment and proposed conditions).
